Penicuik currently has a balance of £8000.
There may indeed be no assets held in any of the Common Good Funds but I doubt it. On the basis that there is, the Council have been awarded 0/10. If it turns out that there are in fact no assets at all then their score would improve. Thus, the current score is based upon my disbelief that their assertion is correct.
