Perth & Kinross Council scores 6/10.
There are 10 former burghs within the Council but the assets of only 2 (Perth and Auchterarder) were reported. Information supplied included excellent maps of the Common Good properties in the two burghs (although there were gaps in Auchterarder).
However, for 8 burghs, there was no report of any assets. This is clearly not the case.
Following ongoing controversy over the sale of the former Town Hall and Library in Kinross, the Council is currently undertaking a review of Common Good assets.
At the Perth and Kinross Council Strategic Policy and Resources Committee of 13 December 2006, it was resolved,
"that the Executive Director (Corporate Services) be instructed to carry out a review to identify all the common good property held by the Council, to make recommendations about the management and to consider whether such an exercise could be funded from the various common good funds."
On 24 September 2007, the Council advised me that "the programming of this exercise is still under discussion, together with how it will be resourced."
The Accounts for 2005/06 list Common Good Funds for 7 burghs but none for Abernethy, Coupar Angus or Crieff. One odd thing is that the Accounts state that the Council "administers the Common Good Accounts for ten former burghs within Perth & Kinross" and yet lists only 7 in the Accounts.
